In recent news, eight students at Yan Chai Hospital Tung Chi Ying Memorial Secondary School have been arrested and released on bail for bullying a schoolmate. The school insists that there was no bullying and that it was an example of play that had gone too far. This is a delicate distinction that the police have to navigate. What is considered play and what warrants arrest is very murky, and it is up to legislation to provide a clearer definition of what warrants an arrest.
