Finland has the most efficient education system in the world, according to Quartz magazine

Finland — where school starts at age seven, does not have much homework, and kids don’t take high-stakes tests. Students test well while putting in fewer hours of study.

Andreas Schleicher, head of the education unit at the OECD, calls this “learning productivity.” Now these score do not reflect the highest scores. Countries such as Hong Kong and Singapore are near the top performers in PISA. Hong Kong ranked 9th in the world for competency in science, and dropped two places for 4th in reading and Maths. Hong Kong PISA ranking is 4th in general, and Finland ranking 7th overall.
