Home-schooling in Hong Kong: number of families opting out of system higher than thought, but do they risk running afoul of education authorities?

From The ChalkFace has been posting a series of articles about home-schooling in Hong Kong, and this recent article from the SCMP shows that the numbers being home-schooled in the territory is much larger than previously thought. 

The article points out that barring a reasonable excuse, families are required by law to send their children aged between six and 15 to school, or face a fine of up to HKD10,000 (USD1,275) and three months’ imprisonment.
