Hong Kong special needs programmes definitely need more funding

Recently, Suffolk County in the UK received a 45 million pound boost in special needs funding. Given that Hong Kong has less than 300 public places to cater to over 46,000 special needs students, it seems that Hong Kong special needs programmes might need an injection — especially if the government were to have another financial surplus this year. What are your thoughts?
