Singapore coding education leaving Hong Kong far behind

In the ongoing Singapore vs. Hong Kong battle, it seems that Singapore is far beyond HK in teaching coding skills to students and even civil servants. This is linked the ambitious plan to convert Singapore into as “smart city” in the near future. What do you think — is HK really that far behind?
